Efficiency in Decision Making Act of 2007 - Requires the Federal Communications Commission (FCC) to make a decision that either grants or denies a Petition for Reconsideration and issue a Memorandum Opinion and Order not later than one year after the submission of the petition. Deems a petition granted if the FCC fails to act within that time limit.
