Includes in the program activities relating to best practices, a national outreach and education campaign, and information access and exchange. Authorizes appropriations.

Directs the Assistant Secretary of Commerce for Communications and Information to establish an Online Safety and Technology working group comprised of representatives of the business community, public interest groups, federal agencies, and other appropriate groups.
