Congress has the power to enact this legislation pursuantto the following: The attached legislation falls within the authority ofCongress to pass legislation related to interstate commerce,an enumerated power given to the legislative branch pursuantto Article I, Section 8, clause 3, which states that Congressshall have the Power . . . ``To regulate Commerce withforeign Nations, and among the several States, and with theIndian Tribes.'' Moreover, Congress' authority to passlegislation related to the federal employees hired to carryout laws passed pursuant to an enumerated power is found inthe Necessary and Proper Clause, Article I, Section 8, clause18, which grants Congress the Power ``To make all Laws whichshall be necessary and proper for carrying into Execution theforegoing Powers, and all other Powers vested by thisConstitution in the Government of the United States, or inany Department or Officer thereof.''
