Requires the President's Economic Report to be transmitted to the Congress not later than February 2 of each year, and provides that the Joint Economic Committee shall review and report on the Economic Report not later than March 15 of each year. (Amend 3 U.S.C. 15, 16; 15 U.S.C. 1022(a), 1024(a)(3))
