A bill to require reciprocal access to the courts of a foreign sovereign government by United States residents and the United States Government to sue for injuries resulting from anticompetitive and restrictive trade practices, and for other purposes.

Amends the Clayton Act to entitle any foreign sovereign government to sue for treble damages and the cost of suit for any injury to its business or property by reason of any action forbidden in the antitrust laws if such government permits United States citizens and the United States Government equivalent access and relief for the same injury in its courts.
