A joint resolution proposing an amendment to the Constitution of the United States authorizing the President to disapprove parts of appropriation bills.

Constitutional Amendment - Allows an item veto by the President of appropriations bills. Requires the President, in signing such bills, to designate the provisions disapproved and return the bill to the House in which it originated. Provides that such bills shall be subjected to the same proceeding as other bills disapproved by the President.

Excepts bills which appropriate funds for the legislative or the judicial branch of the Government from such Act.
