A bill to create a Federal criminal offense for operating or directing the operation of a common carrier while intoxicated or under the influence of drugs.

Amends the Federal criminal code to make it a Federal offense for any person to operate or direct the operation of a common carrier while under the influence of alcohol or drugs.

Imposes a fine of not more than $10,000 or imprisonment for not more than five years for violations of this Act.
