Amends the Gun Control Act of 1968 to require that firearms transported between States be secured in one or more locked compartments.
Includes within the definition of "engaged in the business" of dealing in firearms the disposition (whether for profit or not) of firearms to individuals who advocate violence for ideological or political reasons.
Requires licensed dealers who sell firearms from their personal collections to keep records of such transactions.
