Pay Cut for Congress Act - Amends the Legislative Reorganization Act of 1946 to: (1) reduce Member of Congress' annual rate of pay to 20% of the annual rate as of the regularly scheduled federal general election held in November 2014, and (2) eliminate automatic cost of living adjustments for Members.
