Letting Insurance Benefit Everyone Regardless of Their Youth (LIBERTY) Act - Amends the Public Health Service Act to increase the permissible variation based on age for premium rates charged by a health insurance issuer for health insurance coverage offered in the individual or small group market from "3 to 1" for adults to "5 to 1" for adults, or such other ratio for adults as the state involved may provide. (The restrictions on premium variations enacted under the Patient Protection and Affordable Care Act apply to plan years beginning on or after January 1, 2014.)
