Amends title XIX (Medicaid) of the Social Security Act to require that States include standards for determining need for continued skilled nursing facilities or intermediate care facilities in their plan for medical assistance.
Directs the Secretary of Health and Human Services to conduct investigative and oversight activities designed to determine whether there exists any basis to support a finding that the plan no longer complies with minimum requirements.
States that an individual shall be deemed to be in need of skilled nursing facility services if determined to need care in such a facility on a daily basis.
