Department of Energy Forrestal Complex Redevelopment Act of 2014 - Directs the Administrator of General Services (GSA) to redevelop the Department of Energy (DOE) Forrestal Complex in the District of Columbia in a manner that is consistent with the SW Ecodistrict Plan of the National Capital Planning Commission, dated January 2013.
Requires any agreement entered into by the Administrator to carry out the redevelopment of such Complex to: (1) protect U.S. interests; and (2) facilitate the redevelopment of Maryland Avenue, Southwest, in the District of Columbia in a manner that is consistent with the SW Ecodistrict Plan and the Maryland Avenue Southwest Plan, including the reconstruction of Maryland Avenue, Southwest, as a multimodal corridor.
Authorizes the Administrator to provide replacement space for federal agency tenants in such Complex whose relocation is made necessary by the redevelopment.
Prohibits the Administrator from entering into a redevelopment agreement until 30 days after the Administrator submits a report regarding the proposed agreement, including a cost-benefit analysis and a description of the material provisions, to specified congressional committees.
