National Monuments Act of 2011- Requires the President to obtain congressional approval of proposed national monuments situated upon land owned or controlled by the federal government and certify compliance with the National Environmental Policy Act of 1969 prior to declaring national monuments.

Bars the Secretary of the Interior from implementing any restrictions on the public use of a national monument until the expiration of an appropriate review period providing for public input and congressional approval.
