Requires nominees to be citizens or nationals of the United States and meet any minimum requirements established by the Secretary of the respective department in which the Coast Guard is operating.
Directs the Academy to furnish any Member of Congress, upon written request, the name of the nominating authority responsible for the nomination of any named or identified person for appointment to the Academy.
Amends the Homeland Security Act of 2002 to direct the Department of Homeland Security, acting through the Chief Human Capital Officer, to issue a comprehensive strategy to improve outreach and recruitment to attract candidates to the Academy.
