Clean and Efficient Public Safety Vehicles Act of 2014 - Revises requirements for the congestion mitigation and air quality improvement (CMAQ) program.
Prescribes a special rule to require a state to obligate 5% of its apportionment of CMAQ program funds for projects to deploy cost-effective technologies that reduce emissions of pollutants from public safety vehicles, including firefighting vehicles, ambulances, law enforcement vehicles, and other emergency response vehicles.
Declares that such projects shall not be limited to using technology developed or recommended by the SmartWay program of the Environmental Protection Agency (EPA) or any successor program.
