This bill prohibits federal funding of an entity unless the entity certifies that, during the period of funding, the entity will not perform, and will not provide funds to any other entity that performs, an abortion, except in cases of rape or incest or where a physical condition endangers the woman's life unless an abortion is performed. This applies to a hospital only if the hospital funds a non-hospital entity that performs abortions.
