A bill to amend title 38, United States Code, to strike the term of the positions Under Secretary for Health and the Under Secretary for Benefits and simplify appointments to such positions.

Repeals the: (1) four-year terms for the positions of the Under Secretary for Health and the Under Secretary for Benefits within the Department of Veterans Affairs; and (2) requirement that, whenever there is a vacancy in either position, the Secretary of Veterans Affairs establish a commission to recommend individuals for appointment.
