Expresses the sense of the House of Representatives that it must: (1) create a clear vision and goal for the United States to be the world leader in innovation and science, technology, engineering, and math (STEM); (2) ensure that at least 3% of U.S. gross domestic product (GDP) is dedicated to research and development; (3) encourage more students to study math and science; and (4) recognize that the resilient U.S. spirit will carry us through the current challenges we face to once again be the clear leader in innovation, research, and development.
