Right to Counsel and Taxpayer Protection Act

This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to make the provision that prohibits law enforcement agencies from engaging in patterns or practices of conduct that violate constitutional rights related to the administration of juvenile justice applicable to adults as well as juveniles.
