Common Sense Waiver Act of 2015
This bill authorizes the Environmental Protection Agency (EPA) to waive an emission standard or other requirement for hazardous air pollutants under the Clean Air Act applicable to the control of asbestos emissions in the demolition or renovation of a building if the building has been condemned and there is a reasonable expectation of the building's structural failure.
The EPA must approve or disapprove a request for a waiver by a state or local government within 90 days. If the EPA doesn't meet the deadline, the request is approved.
