- Purpose
- An amendment to insert a new section at the end of the bill stating that if funds provided in this Act or any other Act for military operations in Iraq or Afghanistan would cause Federal deficit levels to exceed those set in House Concurrent Resolution 95 for FY 2006 or any subsequent year, the Committee on the Budget of the House of Representatives shall report a concurrent resolution on the budget that would maintain the deficit levels set in House Concurrent Resolution 95 while including this additional discretionary spending in spending totals.

Mr Young of Florida raised a point of order against the amendment stating that it proposed to change existing law and constituted legislation in an appropriations bill in violation of clause 2 Rule XXI. The Chair sustained the point of order.
