Amendment prohibits the use of funds to be used in contravention of any of the following: 1. The Fifth and Fourteenth Amendments to the Consitution of the United States; 2. Title VI of the Civil Rights Act of 1964 (relating to nondiscrimination in federally assisted programs); 3. Section 809(c)(1) of the Omnibus Crime Control and Safe Streets Act of 1968 (relating to prohibition of discrimination); and 4. Section 210401(a) of the Violent Crime and Law Enforcement Act of 1994 (relating to unlawful police pattern of practice).
