- Purpose
- An amendment to provide that of the funds made available in the bill for carrying out section 1703 of the Energy Policy Act of 2005, the amount of funds made available by the Secretary to carry out project described in subsection(b)(5), funds shall not exceed the amount made available by the Secretary to carry out projects described in subsection (b)(4) that use coolants different from those commercial technologies that are in service at the time the guarantee is issued.

- Mr. Frelinghuysen raised a point of order against the Rohrabacher amendment (A077). Mr. Frelinghuysen stated that the provisions of the Rohrabacher amendment sought to change existing law and constituted legislation in appropriations bill. The Chair sustained the point of order.
