At the end of the bill (before the short title), insert the following new section: SEC.___. None of the funds made available by this Act may be used to maintain an end strength level of members of the Armed Forces of the United States assigned to permanent duty in Europe in excess of 30,000 members, and the amounts otherwise provided by this Act for "Military Personnel, Army", "Military Personnel, Navy", "Military Personnel, Marine Corps", and "Military Personnel, Air Force" in title I of division A are hereby reduced by $433,966,500, $41,380,000, $6,700,000, and $330,915,000, respectively.
