Amendment prohibits the use of funds to enforce section 526 of the Energy Independence and Security Act which bans Federal agencies from entering into contracts for procurement of alternative fuel sources unless the "lifecycle greenhouse gas emissions" are less than or equal to such emissions from conventional petroleum sources.
