At the end of the bill (before the short title) insert the following new section: SEC. 4002. "None of the funds made available by this Act may be used to implement, establish, or create a NOAA Climate Service (NCS) as described in the 'Draft NOAA Climate Service Strategic Vision and Framework' published at 75 Fed. Reg. 57739 (September 22, 2010) and updated on 12/20/2010.".
