At the end of the bill (before the short title), insert the following: SEC. ___. None of the funds made available by this Act may be used to pay the salary of any officer or employee of the Department of Health and Human Services who develops or promulgates regulations or guidance with regard to Exchanges under subtitle D of title I of the Patient Protection and Affordable Care Act (42 U.S.C. 18021 et seq.).
