At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used to implement, administer, or enforce the rule entitled "National Emission Standards for Hazardous Air Pollutants From the Portland Cement Manufacturing Industry and Standards of Performance for Portland Cement Plants" published by the Environmental Protection Agency on September 9, 2010 (75 Fed. Reg. 54970 et seq.).
