- An amendment numbered 6 printed in part 2 of House Report 109-132 to call for the establishment of a democracy fund to assist countries that respect and uphold human rights and are determined by the Secretary of State to be emerging democracies or democracies in transition. Fund would be administered by the U.S. and other members of the U.N. Democracy Caucus.
