- An amendment numbered 2 printed in subpart B of Part 1 of House Report 109-132 to require that nothing in the title regarding peacekeeping operations shall be construed as superseding the Uniform Code of Military Justice or operating to affect the surrender of U.S. officials to a foreign country or international tribune, including the International Criminal Court, and nothing in the title shall be interpreted in a manner inconsistent with the American Servicemembers' Protection Act.
