- An amendment to insert a new section att the end of the bill to prohibit any of the funds made available in the Act from being used in contravention of ther following laws enacted or regulations promulgated to implement the UUnited Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (done at New York in December 10, 1984).
