At the end of subtitle C of title II (page 49, after line 17), insert the following new section: \ SEC. 234. PROHIBITION ON USE OF FUNDS FOR SPACE-BASED NATIONAL MISSILE DEFENSE PROGRAM. \ No funds appropriated for fiscal year 2003 for the Department of Defense may be used for a space-based national missile defense program.
