- Amendment amends the Sean Maloney (NY) amendment which appears on page H3234 of the Congressional Record by clarifying that as Federal funds are spent with regard to contracting, the Administration must not contravene the First Amendment, the Fourteenth Amendment, and Article I of the Constitution.
