- An amendment to insert a new section at the end of the bill to require the President to transmit a report to the Speaker and minority leader of the House of Representatives and the majority leader and minority leader of the Senate on a strategy for success in Iraq that identifies criteria to be used by the Government for the withdrawal of United States Armed Forces from Iraq.

- Mr. Young (FL) raised a point of order against the Pelosi amendment (A009). Mr. Young of Florida made a point of order that the amendment proposed to change existing law and constituted legislation in an appropriations bill and violated clause 2 of rule XXI. The Chair sustained the point of order.
