Amendment requires the President to direct the U.S. Permanent Representative to make every effort to ensure that the difference between the scale of assessments for the five permanent members of the Security Council is not greater than five times that of any other permanent member of the Security Council.
Purpose
An amendment numbered 5 printed in part 2 of House Report 109-132 to require that there be no more than five times difference in the levels of assessment among the permanent members of the U.N. Security Council. If the Secretary of State cannot certify that such requirement is met, the U.S. Ambassador to the U.N. is required to use the voice, vote and influence of the U.S. to deny that permanent member the use of their veto in the Security Council.
