- An amendment to prohibit any of the funds made available in the Act for a DNA analysis and capacity enhancement program, and for other State, local, and Federal forensic activities, from being used for a grant to a State that does not have in effect policies and procedures to ensure that the State collects DNA from every felon convicted in the courts of the State.
