- Amendment sought to strike section 2 of the bill, which prevents any rule from taking place until all litigation is complete and sought to replace the ability of states to opt out of the plan with the requirement that the state public utility commissions or public service commissions, as well as the appropriate electric reliability organization, issue reliability analyses on any state or federal plan.
