Amendment originally sought to prohibit funding to administer the Cuban Assets Control Regulations after the President has certified that the Cuban government has released all political prisoners and has returned to the jurisdiction of the U.S. persons residing in Cuba sought for air piracy, narcotics trafficking, or murder. \ As amended by the Flake amendment (A012) the above was replaced with language that prohibits funding to administer Cuban Assets Control Regulations with respect to any travel or travel related transaction.
