- To provide that funds in the Act shall be used to maintain a permanent, full-time equivalent utilization rate of at least 9,050, including positions funded under the Hazardous Substance Response Trust Fund, and that the Agency shall not institute a reduction in force or any other measure which results in a permanent, full-time reduction equivalent work-year utilization rate of lower than 9,050.
