- To provide that none of the funds available to the Department of Housing and Urban Development may be obligated for housing assistance pursuant to contracts entered under Section 8 of the U.S. Housing Act of 1937, as amended, after the date of enactment of this Act prior to the issuance of final regulations pursuant to the Housing and Community Development Act Amendments of 1981 and prior authorization Acts.
