- To reaffirm that it is the policy of the United States to support the principles of the Monroe Doctrine; to act in accordance with the Inter-American Treaty of Reciprocal Assistance, the Charter of the Organization of American States, the Additional Protocols to the Treaty for the Prohibition of Nuclear Weapons in Latin America, the NATO Treaty, and the UN Charter; without affecting the standards and procedures of the National Security Act, the Foreign Assistance Act, or the War Powers Resolution.
