- Providing that nothing in this Act shall be deemed to change or otherwise affect the standards and procedures provided in the National Security Act of 1947, as amended, the Foreign Assistance Act of 1961, as amended, and the War Powers Resolution of 1973; and that the act does not constitute the statutory authorization for introduction of U.S. Armed Forces contemplated by the War Powers Resolution.
