- Purpose
- Providing that the Secretary is authorized and shall seek to acquire the lands described in Section 505(a) of the Act of November 10, 1978 (92 Stat.3467) by first acquiring Federal excess of surplus lands of equivalent value in any State or States from the General Services Administration and then exchanging such excess or surplus lands for the lands described in Section 505(a) of that Act with the land owners; that exchange shall be on the basis of equal value, and any party to the exchange may pay or accept cash, of furnish or accept other lands or properties, in order to equalize the value of the property exchanged.
