- To provide that the 4 percent reduction in budget authority provided for by the joint resolution shall not apply to budget authority made available by the joint resolution for programs authorized by the Older Americans Act, as amended, the Headstart program, and the Community Health Centers program, as authorized by section 1622 of the Public Health Service Act.
