- Purpose
- Providing that it is the Sense of the Senate that the President, in consultation with the Congress, develop an effective foreign policy to address expansion of the economic and political influence of the Soviet Union in the Caribbean region generally and in Cuba specially; and that in developing such a policy, that the President shall consider the full range of economic and diplomatic options with the nations of the region in order to promote stability, human rights and economic development for the people of the region.
