- Purpose
- To provide that authority of the Act shall not be used to impose or implement any tax, tariff, or user fee; that the President may invoke a rationing plan for gasoline and diesel fuel provided that the burden of reduced supplies of gasoline and diesel fuel be shared in a fair and equitable manner and that the economic and social impacts of such a rationing plan be minimized, and that such a plan should be sufficiently flexible to respond to changed conditions and sufficiently simple to be effectively administered and enforced.
