- To provide that, except for funds that would be available under H.R. 4121, entitled Treasury, Postal Service and General Government Appropriations Act, 1982, funds for the Government payment for annuitants, employees' health benefits shall be available under the authority and conditions in H.R. 4121 as reported to the Senate.
