- Purpose
- Providing that the Secretary is authorized to retain a portion of the contract authority available during any fiscal year under the authorities cited in paragraph (1) of subsection (a), not to exceed 10 per centum of the available contract authority on a aggregate basis, and that such contract authority shall be available for subsequent allocation to specific areas and communities, and may not be used for certain purposes.
