Amendment provides that in allocating funds for the Andean Counterdrug Initiative, the effective limitations may be waived if the President certifies to Congress that the aggregate ceiling of 800 United States personnel will not be exceeded by such waiver and if Congress is informed of the extent to which the limitation is exceeded by such certification.
