- Part B amendment numbered 3 printed in House Report 107-178 to provide for a combined corporate average fuel efficiency (CAFE) standard for passenger automobiles and light trucks of 27.5 mpg beginning in 2007, with an intermediate step to 26 mpg in 2005; provide incentives for alternative fuel vehicles; and to direct the Secretary of Transportation to use such authority under federal law as the Secretary may have to ensure the safety of automobiles and light trucks.
